2016 World Humanitarian Summit

Chairman of Santa Farma Board of Directors and TİSK (Turkish Confederation of Employer Associations) Vice Chairman Erol Kiresepi, delivered a speech representing Turkish Employers at the "The Central Role of Decent Work in Addressing the Syrian Refugee Crisis: The ILO Experience" as part of the 2016 World Humanitarian Summit, held by the International Labor Organization (ILO) on May 23rd, 2016 in Istanbul. In the session themed "Strengthening the link between cooperation and humanitarian aid by reviewing the best practices for the promotion of decent work for exiled people, forced to migrate” Our Chairman Kiresepi, stated that the number of Syrian refugees are hosted in Turkey has reached 2.8 million or in other words 4 out of every 100 people on the streets is now a Syrian. Kiresepi continued by this means; “The report we published on December 7th, 2015 titled ‘Views, Prospects and Proposals of Turkish Business on the Syrian Refugees in Turkey’ highlights that 1 and a half million of the Syrians in our country, which represents a portion more than 54%, are children and adolescents under 18. Of these minors, 830 thousand are of school age and unfortunately only a small part of them have the chance to get education. I believe, it is crucial through a comprehensive campaign to be launched in the shortest possible time and these children should be integrated into the education system after being given Turkish education. On the other hand, the Regulation on Work Permits for temporarily Hosted Asylum Seeking Foreign Nationals was issued on January 15th, 2016 as an important development setting forth the rules and guidelines for the employment of Syrian refugees. After creating a database of the Syrian refugees in our country detailing especially their educational background and professional qualifications, project-based training services should be given along with job and career counseling and qualification certification of services. In addition, our Confederation holds the opinion that employment of Syrian refugees based on their professional qualifications, to a limited extent in certain regions and industries would be favorable, individuals with entrepreneurial skills should be engaged in business and measures to prevent the deterioration of unreported employment problem due to asylum-seekers seeking jobs. Engagement and support of social partners and other respective stakeholders must be ensured in the development of labor market measures and our government demonstrates the necessary sensitivity on its efforts to handle the situation.
